Program Team Financial Stability ● Ministry Management ● Emotional Wellness ● Community Leadership Program Team Structure Ultimate accountability for the Lead Well initiative and grant award is that of the PAW's executive board, while financial authority belongs to the grantor, Lilly Endowment and its ECFPL staff. Lead Well 's advisory board serves in an advisory capacity offering to champion the work, share their expertise, and give strategic direction in the implementation of the initiative. However, a core program team is tasked with the daily duties associated with successfully executing Lead Well . Lead Well 's Executive Director, PAW First Assistant Presiding Bishop Mark Tolbert, is supported by a Program Director (profiles below). He's responsible for overseeing all aspects of the program’s implementation and success, including fundraising, and keeping PAW’s governing board abreast. Initial plans also include identifying team leaders for key areas that will work with the Program Director and also convene working groups. The majority of the grant budget is allocated to grants that directly support PAW pastors in need, therefore the Program Director is the only paid staff. We'll rely on volunteers and may provide small stipends when the volume of work or expertise required to execute is beyond what can be expected of the Program Director and/or volunteers. However, there are stipends allocated for those who are participating in the program's learning content as instructor, coach, and/or service provider. Finally, a Grants Review/Selection Committee of diverse individuals will be assembled to serve as part of the team that reviews pastoral grant applications and makes recommendations for approval. Program Team Profiles Executive Director First Assistant Presiding Bishop, PAW Bishop Mark Tolbert Bishop Mark Tolbert is the brainchild of the Lead Well partnership with Lilly Endowment and the visionary who sees this work as essential to PAW’s mission and relevance in 21st century ministry. His fundraising capabilities, reputation, and enthusiasm are evident not only in the amount of money he has raised for the PAW but also as an entrepreneur and community leader in his hometown Kansas City, Missouri. Having served as a high-ranking member of the PAW’s board for nearly 30 years, he is critical to the program’s success. He will continue to oversee its implementation, serving as liaison to PAW’s governing board, supervising program staff, managing Lead Well’s Advisory Board, leading fundraising efforts, and all matters related to grant distribution through the the Ministerial Excellence Fund (MEF). He is currently the First Assistant Presiding Bishop of the Pentecostal Assemblies of the World and also serves as Diocesan Bishop of the Heart of America Council of Churches. Previously he served as Diocesan Bishop of the Canada District Council and became Senior Pastor of Victorious Life Church over 35 years ago. Bishop Tolbert is the founder and board chairman of Lee A. Tolbert Charter School; vice president of the Board of Police Commissioners (Kansas City, MO); president of Sparrow Community Development Corporation; and former president of the Concerned Clergy Coalition of Greater Kansas City, among many other endeavors. He attended Penn Valley Community College and received his DD from Western Baptist Bible College. More at Advisory Board. Program Director Sister Billie Washington-Malcolm Sis. Billie facilitated the program design and grantwriting processes and will continue to support Lead Well as its Program Director. Along with the Executive Director, she will lead the initiative’s strategy in all major bodies of work including operations, programming, grant accountability (e.g., reporting, grant management, evaluation), leading volunteers, supporting the integration of Lead Well seamlessly within PAW culture, and setting and maintaining the initiative’s exciting culture. She is known as a strategist who specializes in establishing and maintaining favorable public perceptions, influencing stakeholders to take action, and securing resources – and over a 30-year career she has done it across multiple sectors (corporate, government, nonprofit, small business consulting, and philanthropy). Recently, she worked as a program officer at a foundation where she distributed millions of dollars on behalf of donors to hundreds of nonprofits for nearly 8 years. Her expertise led to unprecedented grantmaking to small and/or Black-led organizations. During her corporate marketing career, she managed multi-million dollar business accounts but also consulted for churches and small businesses. She co-founded and operated a church and within the PAW she served as IPYPU Director of Communications and State Young People's President for the Pacific Northwest District Council. Sis. Billie is very active in the Baltimore community, serving on numerous boards and assisting community leaders however she can. She received a BA degree in Communications/Public Relations from the University of Washington (Seattle). More at Advisory Board. Ministerial Excellence Fund Lead Suffragan Bishop Jon Slaughter Suffragan Bishop Slaughter was a key member of the think tank, bringing his knowledge of PAW's financial systems along with his professional career experience. As Director of Treasury Operations for the PAW, he oversees and manages financial activities including cash management, liquidity planning, risk assessment, and investment strategies to optimize the organization's financial position and ensure regulatory compliance. Professionally, he has a successful track record of profitable sales, finance, and process management experience. Currently, he is the department leader in the operations division of Michigan's Office of Retirement Services where he is responsible for planning and directing a complex retirement program covering 400,000 active employees with pension payments totaling over $1.5 billion annually. Previously, he served as a financial analyst in the automotive-manufacturing sector where he developed the annual profit plan and quarterly forecast review to meet financial goals of executive management. As MEF Lead for Lead Well, he will serve as a key liaison for the activities related to the establishing, managing and monitoring of the Ministerial Excellence Fund grant fund and any other related activities. Having a champion who is both deeply knowledgeable of Lead Well and the financial infrastructure of PAW is critical to the success of the program, especially when it comes to protecting funds and expediting grant payments. He earned a Master of Business Administration degree and has been pastoring for over 16 years. More at Advisory Board. Program Lead Evangelist Freda Morrison As a member of the original think tank, Evang. Freda Morrison brought deep insights and innovative ideas to the discussions that shaped the direction of Lead Well. She's been working to address the growing needs of pastors within the PAW through her work as co-director of the Pastors’ Empowerment Network ("P.E.N.," formerly known as the "Pastor's Track") and will continue to serve Lead Well as an advisory board member and Program Lead. In her role as Program Lead, she will help to develop, implement, and lead all programmatic aspects of the initiative, ensuring a high-quality program delivery for pastors and other participants. While she's been focused on pastor empowerment of late, Evang. Freda is mostly known for making history as the first female to be elected president of the PAW's young people's department (IPYPU). Preceding this accomplishment, she prolifically served in elected and appointed roles both in the IPYPU and within the Greater Pennsylvania State Council. Additionally, she is an accomplished musician and singer and has traveled the world evangelizing diverse communities. Evang. Freda has over 15 years of project management experience within the religious sector and over 20 years providing care management services within the healthcare insurance industry. She is an active member of the church her mother, Suffragan Bishop Brenda Cuthbertson, pastors. Currently she is completing a Business Administration degree and Project Management certificate. More at Advisory Board. Pastoral Learning Lead (Finances) Sister Regina Fowler Sis. Regina is a certified public accountant (CPA) with over 40 years of experience in accounting, finance, and business. Now retired, she serves as a personal financial counselor, facilitator, and coach in various capacities. She has an extensive history of helping churches and nonprofit organizations succeed in the areas of financial literacy, financial and administrative system support, and financial consulting. God has blessed her with a keen understanding of finances that she will use to shape the work of Lead Well, serving as a pastoral learning lead for the Financial Stability module and portions of the Ministry Management module. Not only is she the author of "Simply Grateful: Testimonies of God’s Blessings and Intervention" and founder of the nonprofit, C-HOPE (Christians Helping Others with Professional Expertise), she is a Dave Ramsey certified personal financial counselor and coach and taught accounting as an adjunct instructor for two universities. She is an established presenter within the PAW but first served as the assistant treasurer and treasurer of the Midwestern District Council, as well as young people's president. For over 20 years, she also humbly served as accountant for her father’s church in St. Louis, Missouri. Sis. Regina currently worships at Greater Pentecostal Church of God in St. Louis. Her professional career spans from auditor at Ernst and Young to chief financial officer for a multi-municipal commission. She earned a MBA with an emphasis in Human Resources and Accounting. Pastoral Learning Lead (Emotional Wellness) Dr. Rayvann Kee II, PSY.D, MBA Dr. Rayvann Kee II, a licensed clinical psychologist known as the “Change Coach,” he has built a thriving private practice in Philadelphia, PA, but more importantly he is building a wellness movement that focuses on the integration of faith, mental health, public health, and leadership. Through 1:1 therapy and/or coaching, motivational speaking, community work, business consultation, and entrepreneurial endeavors, he uses mental health as the foundation that empowers people to “achieve, produce, and become.” He is the CEO of Kee Elements, founder of the Kee 2 Wellness Movement, and owner and principal psychologist of EmpowerMeant Counseling, Coaching, and Consulting, LLC. He has worked for large medical institutions and federally qualified health centers as a primary care psychologist and behavioral health consultant. Additionally, he has served on several boards that advocate health and wellness and as a presenter for local and international conferences. He co-founded a wellness program for inner city youth, founded a nonprofit organization for young urban Black and Brown males, has been director of evangelism for his church’s youth department, and serves with the PAW’s Committee on Health Education & Wellness. His training not only includes clinical work in the mental health arena, but also executive assessment and coaching, organizational development, and change management – which has made him a popular choice among pastors who need support. Dr. Kee has earned multiple degrees, including a Doctorate in Clinical Psychology with a focus on organizational psychology and a Master of Business Administration with a focus on leadership. Online Learning Lead Sis. Cecelia Green Sis. Cecelia is a retired professional with a rich and varied career, which has spanned multiple decades in the field of education and professional development. Throughout her career, she has been dedicated to fostering growth and innovation, both in organizational settings and academic environments. Before retiring, she was the Senior Manager of Professional Development at Quality Matters and the Director of Distance Learning at Edison Community College. Her education includes an M. Ed. in Instructional Design from Jones International University and a B.S. in Management Information Systems from Franklin University. She is a member of Transformed Life Church in Piqua, Ohio, led by Bishop Brian Hamilton.

Grants ! Financial Stability ● Ministry Management ● Emotional Wellness ● Community Leadership The purpose of the pastor grant fund (Ministerial Excellence Fund) is to offer financial relief directly to PAW pastors. Grants from this fund have been designed as an incentive for learning – meaning PAW pastors can only access these grant funds after they've completed the Comprehensive Learning Series . Making grants available for pastor's personal debt, along with providing financial education was a requirement of our funder. Note: Grants are not guaranteed and subject to funds being available. The Pentecostal Assemblies of the World (PAW) is a membership organization that exists to equip and deploy people and resources to preach, teach, and reach the least and the lost, so that Christ may be preeminent in every life. To be effective in our purpose, we must improve how we nurture our member pastors’ abilities to navigate their own economic pressures and those of the congregations and communities they serve. The research we conducted not only confirmed some of the anticipated issues around the lack of knowledge and skills related to finances and business operations, but it also uncovered new areas of concern, particularly in the interrelation of financial pressures and mental health, along with the ability to meet the growing basic needs of urban communities, especially post-pandemic. While expressed differently, there were four socio-economic capacities that repeatedly emerged as most critical to strengthening our pastors. We heard loudly that if we want PAW pastors to thrive in 21st century ministry then we must focus supports that ensure they are: Background We believe the best way to encourage our pastors’ growth and development in achieving these traits is by delivering direct, scaffolded supports that increase their basic knowledge; provide them with a wide range of high-quality resources, tools, and opportunities to improve their practice; and offer them financial assistance, which we will do through a new debt relief fund (the Ministerial Excellence Fund). Additionally, we must work to improve how our organization serves pastors and holds them accountable, so we need to build the knowledge and capacity of those who surround them in ministry Financially stable (personally), Effective managers of ministry operations (financially and administratively), Emotionally well, and Leaders who are instrumental in meeting the economic needs of their communities. (e.g., congregation leaders and members, pastors’ spouses, peer pastors, organizational superiors) and undergo an effort that improves the policies and practices that affect their success. The research also highlighted that we must make our focus intentional in our system of pastoral support. “Nurturing” pastors means we should be caring, encouraging, and protecting them as we work to grow and develop their ability to stabilize their personal finances, effectively operate their ministries, acknowledge and prioritize their emotional wellbeing, and genuinely lead within the communities they serve. Key Concerns Personal Finances Our funder asked us to think of the challenges of the dual role of pastors - publicly the church’s top (financial) leader and also (financial) leader of a private household. While some pastors have the means to hire a professional service or staff, and some appoint someone from the congregation to help manage church finances, that doesn’t usually offer relief from the private stressors that come with navigating the issues with their own personal debt and sometimes poor credit. We heard our pastors feel pressure, criticized, and judged by others when their personal finances are not in order. A universal and widely known truth was highlighted in our learning process: money matters are private. That silence is a real problem among struggling clergy. We heard spiritual leaders aren't very comfortable sharing about their own circumstances or asking for help when it comes to their own financial and administrative affairs. Sometimes it's rooted in shame, intimidation, lack of knowledge, or pride. Some don't know what or who to ask and others don't like or want to ask. There are also those who believe that asking for help is just theologically wrong and in some way it diminishes their faith. Managing Churches In the research we heard that recovering from the pandemic has been significant. It's pushed some to innovate, especially with technology integration, but too many feel stuck and need help pivoting if their churches are going to survive. Many were already being negatively impacted by a lack of financial resources - due to a small church congregation, the socio-economic status of their membership, stewardship and tithing issues, and/or the pastor's inability to obtain other resources. The effects of the pandemic in many cases have accelerated the prior trends of declining attendance, aging membership, and the increasing social and economic needs of community - not to mention inflation. As pastors feel pressure, so do their congregations! A large number of pastors admit they lack the acumen to effectively manage church budgets or identify and implement fundraising strategies beyond raising offerings; so they pressure congregations to give....more. We believe most of our pastors serve (and carry) small, predominately Black churches with less than 50 members, who are in a low- to moderate-income bracket. It's important to note that although wealth gap research says Black households have less wealth, it also says Black givers actually outgive other ethnic groups, contributing a greater percent of their income to charitable entities (meaning that the Black church is already the largest recipient of their charity). As we listened, we were forced to really examine the context of our leaders and the communities in which they pastor. For the majority of our membership, economics has always been contextualized through a race lens, even if not explicitly spoken. It's well documented that the economic impact of systematic racism in this country has crippled Black clergy and their congregations – and this wicked legacy lives on today. Rarely are racial economic disparities and the impact on the Black church deeply discussed or addressed. But national research says Black clergy salaries average two-thirds that of White clergy. Black clergy are less likely to receive retirement or health benefits and almost half of Black clergy are bi-vocational. The stark reality is many of our pastors are financially dependent on our country’s most financially at-risk populations, who are doing their best to sustain ministries. Emotional Wellness Fiscal and administrative competencies are critical, but the effectiveness of a pastor's ministry is also intrinsically linked to their overall wellbeing. Prioritizing wellbeing ensures pastors can effectively fulfill their roles, which contributes to the overall quality of their ministry. We believe addressing the mental and emotional health aspects of ministry management is essential in 21st century ministry (see more at Research). To address the emotional challenges inherent in pastoral duties, this program incorporates an emotional wellness track to help leaders identify the psychological and administrative sources of their stress and how to plan a healthy path forward. It was also noted that the pandemic has affected how we relate to one another, with people feeling more intense and stressed - which the initiative will also seek to deliver tools to help mitigate. Community Leadership The inherent inequality in Black communities is beyond the control of our pastors today. Yet there's an expectation that Black clergy have a responsibility to help address the material lack of their neighbors and lift them out of their economic plight. Think tank members felt the impact of the pandemic and the rise of social justice movements have caused a renewed focus on Black churches in urban centers as mini social and economic institutions. It's a significant aspect of financial wholeness for congregations and the communities in which they belong. Essential to our pastors’ success here will be knowing how to leverage local grants, partnerships and politics to help alleviate the extra strain the churches and their members feel as they try to meet the emerging needs of the communities they serve. Equipping pastors with skills and tools to enhance their community outreach will help to amplify the social impact of their ministries – and attract more help to share the load, whether it be more funding, volunteers, and/or advocates who have access to resources. Building the Capacity of Others There was a strong consensus that it's going to take the mobilization of our entire network to shift the culture and mindsets that reinforce the detrimental practices and quiet suffering endured by too many of our spiritual leaders. So, while the majority of resources of this effort are allocated towards directly supporting pastors, we're making an attempt to influence, teach, and activate lateral influences (spouses and peer pastors), subordinates (congregational leaders and members), and organizational superiors (diocesan and national leadership). According to research, the fastest way to create a cultural shift and to sustain change is to employ the principles of community organizing, where people come together and organize to change the conditions that affect them. Here we also hope that as we increase the awareness of those surrounding the pastor, not only will they play a major role in helping pastors to be more successful, but they too will be motivated to improve their own personal finances, emotional health, and commitment to serving their neighbors. Also, early in our planning process, the importance of leveraging our own talent was emphasized because some PAW pastors and leaders are further along on the continuum of achieving success in finances and organizational management. We were charged with making sure we actively recruit from among the membership before soliciting outside support., recognizing our own hold an unique perspective to reach their peers. Systems This effort will not only catalyze our efforts to strengthen our members in support of pastors, but it will effect our systems as well. We expect this effort will transform how we serve our pastors, yielding an unprecedented focus on data (its collection, analysis, use in decision making, strategy, and marketing), setting better expectations, and improving accountability with refreshed policies, processes, protocols, and plans.

Planning & Design Process Financial Stability ● Ministry Management ● Emotional Wellness ● Community Leadership Vision : The Pentecostal Assemblies of the World (PAW) is a membership organization that exists to equip and deploy people and resources to preach, teach, and reach the least and the lost, so that Christ may be preeminent in every life. To be effective in that purpose, PAW leadership sought a more comprehensive strategy to expand support for pastors to grow their economic knowledge and foundational operational practices. In November 2023, First Assistant Presiding Bishop Mark Tolbert secured a $50,000 planning grant from Lilly Endowment, a private foundation that has a special interest in supporting efforts to reduce or alleviate some of the financial pressures that impair the abilities of pastors to lead congregations effectively (through their National Initiative to Address Economic Challenges Facing Pastoral Leaders or "ECFPL"). The grant perimeters were aligned to PAW's own interest in nurturing its member pastors’ abilities to navigate their economic pressures. Opportunity : Concept Planning : In December 2023, Bishop Tolbert convened a think tank with 12 diverse participants from around the country. With the support of Presiding Bishop Theodore Brooks, he charged the group with designing a program that could address the economic challenges faced by pastors, their families, and their congregations – and that would meet the requirements of Lilly's ECFPL implementation grant. For two days, across six working sessions, think tank participants discussed problems, needs, challenges, trends, and potential opportunities and solutions. A facilitator charged the group to drill down on key priorities and identify elements that would ideally comprise the program. After numerous follow-up meetings with the think tank, the program design, entitled "Lead Well," was finalized in February 2024. A grantwriter prepared a draft application for discussion and then finalized and submitted the application in March 2024. In July 2024, Lilly Endowment gifted the PAW a $1.25 million grant to implement the proposal over the next 2 years (through July 2026). The final result of this process is explained in Overview .
